The Netherlands has seen the rapid development of an industry for High Tech Systems in recent decades, with annual turnover totalling EUR 24 billion. This growth is the result of a high rate of innovation of both products and the underlying technology. It has become increasingly clear over the years that, given the width and depth of the skills required and the accompanying financial risks, OEMs are no longer capable of taking full responsibility for these innovations by themselves.
